The committee justified it as a public park, in the reply letter to event organiser Daw Hnin Nandar Aung from Human Rights Educator Network (HREN). The event agenda included only distributing human rights awareness pamphlets, displaying human rights awareness movies, entertaining human rights songs and quizzes about human rights.
