Sub-strategy 3.1.5: Improve access to market intelligence and other key data to support more
informed producer and consumer decision making

Strategy 3.3: Provide a secure, conducive investment enabling environment which eases the
cost of doing business, boosts investor confidence and increases efficiencies
Strategy 3.3 is mainly concerned with the providing a fair, transparent, predictable legal and
regulatory environment as a clear and stable foundation for business activity (PSD-AP Pillar 1).
However, under sub-strategy 3.3.7, it is also concerned with the “[development of] SEZ and
industrial estates”. This development is intended to “[be] based on strategic planning [and consider]
all economic, social and environmental aspects and the views of impacted communities.
The development of SEZ can in part enable e-commerce businesses, and particularly those that reexport. E-commerce businesses established in SEZ which are effectively “bonded” to enable reexporting without payment of tax or duties would reduce costs of e-commerce businesses.
The development of industrial estates can also support e-commerce by providing purpose-built
warehousing and fulfilment centres for e-commerce, with the road links necessary for efficient goods
delivery.
The achievement of the legal and regulatory objectives in Strategy 3.3 are essential to the
development of e-commerce. In this respect, the additional requirements for e-commerce should be
included under this strategy within sub-strategy 3.3.9: Strengthen the quality of Myanmar’s
commercial law framework, ensuring the application of effective and efficient commercial rule of
law and commercial dispute resolution mechanisms. The following e-commerce related law and
regulation should be implemented within this sub-strategy:
Updates to existing trade-related laws (Sales of Good Act, Contract Act, Company Law,
Taxes stamps) to make them compatible with e-commerce and other online business
activities
Strategy 3.4: Further reform our trade sector and strengthen regional and international
cooperation and linkages
E-commerce needs to be reflected across many of the sub-strategies. Specific requirements for ecommerce arise in the following areas:
The development of export value and distribution chains through linkages with foreign
companies and buyers
Customs handling of individual parcels within consignments
Non-tariff measures
Improvement in quality standards for Myanmar’s products
The development of export value and distribution chains through linkages with foreign companies

Actions under sub-strategy 3.4.1 are intended to strengthen priority, pro-job creation export value
chains and build linkages with foreign companies and buyers, aligned with the NES. These actions
