2.3 Goal 3: Job Creation & Private Sector Led Growth Goal 3 is concerned with the creation of quality jobs and the expansion of the private sector as the engine for economic growth. E-commerce can play an important role in achieving this goal by improving the efficiency of markets and ensuring individual businesses can access markets across Myanmar and internationally to buy and sell goods and services. It can be used to support development in particular supply sectors as well as the retail sector through B2B e-commerce. It will also be used to support the development of small and medium sized enterprises. The support provided by e-commerce in Goal 3 strategies and sub-strategies is described below. The actions are focused on key sectors specified in the Sustainable Development Plan. Strategy 3.1: Create an enabling environment which supports a diverse and productive economy through inclusive agricultural, aquacultural, and polycultural practices as a foundation for poverty reduction And: Strategy 3.2: Support job creation in industry and services, especially through developing small and medium sized enterprises These sub-strategies are intended to support the overall objectives of achieving:  Increased productivity and farmers’ income (AD SIP Outcome 2)  Enhanced Market Linkages and Competitiveness (AD SIP Objective 3)  A robust environment for sustainable trade and investment to grow inclusively (PSD-AP Pillar 3) and  An enhanced role of SMEs in local, sub-national and regional development (MTP-AFT Pillar 4) The e-commerce strategy will support the creation of this enabling environment through centralised development of e-commerce applications with roll out through e-commerce hubs specialising in the identified sectors. The hubs will work with e-commerce platform providers and IT firms to develop sector specific e-commerce applications. In relation to the agriculture, aquaculture and polyculture sectors, these will include:  Information services providing general sector-specific information and information about market prices for sector inputs and output produce.  E-commerce services to enable businesses to purchase and pay for inputs online with delivery to their locations.  E-commerce services to enable businesses to sell and receive payments online for their produce with collection of outputs from their locations.  Support in obtaining access to international businesses that wish to procure produce from Myanmar businesses.  Other more generalized business and sector specific training online. These services will be designed for use with devices such as phones and tablets that will be widely available to micro and small firms as well as to larger firms that may have established infrastructure. While these initiatives will be developed centrally, there will be a need for local delivery to enable and empower local rural and urban communities, ethnic minorities and women, and this local delivery will be provided through the e-commerce hubs. The e-commerce strategy will therefore support the attainment of the objectives of Strategies 3.1 and 3.2 through:  Sub-strategy 3.1.3: Create market conditions to enable greater investment in agriculture, aquaculture and polyculture, and mechanization 57
