26 • Ensure that international responses to the Myanmar crisis do not confer legitimacy on the military junta or its institutions. To the U.N. Special Rapporteur on the Situation of Human Rights in Myanmar, the U.N. Special Rapporteur on Freedom of Religion or Belief, OHCHR, and the Independent Investigative Mechanism for Myanmar • Investigate and publicly report on discriminatory restrictions affecting Muslim places of worship, including restrictions on construction, repair, demolition, reconstruction, land registration, and access to earthquake recovery assistance. • Document cases in which administrative restrictions prevented or delayed work needed to address known structural hazards or make earthquake-damaged religious sites safe. • Investigate allegations of confiscation, sealing or closure of mosques, unofficial-payment demands, retaliation, discriminatory land requirements, and other abuses connected to Muslim places of worship. • Preserve relevant evidence and, where within mandate, share information with appropriate international and domestic accountability mechanisms. • Engage directly with affected Muslim communities, lawyers, engineers, human rights defenders, and independent civil society organisations rather than relying on information supplied by junta-controlled institutions. To U.N. Agencies, Humanitarian Organisations, and Donors • Provide recovery assistance directly to affected Muslim communities through independent humanitarian organisations, local civil society groups, and other trusted non-junta channels. • Ensure that Muslim communities have equal access to structural assessments, engineering expertise, reconstruction materials, temporary places of worship, and other forms of disasterrecovery assistance. • Fund safe demolition, repair, and earthquake-resistant reconstruction of damaged mosques through qualified independent engineers and architects. • Establish safeguards so that assistance does not reinforce discriminatory administrative systems, expose recipients to retaliation, or require affected communities to engage with juntacontrolled institutions where alternative delivery mechanisms are available. • Support confidential and secure documentation of discrimination, extortion, threats, retaliation, and other abuses affecting communities seeking to repair or rebuild places of worship.
