25 Recommendations To U.N. Member States, the European Union, ASEAN Member States, and OIC Member States • Impose and strengthen targeted sanctions against Myanmar military officials and entities responsible for serious human rights violations, including restrictions and discriminatory practices affecting Muslim communities and places of worship, while ensuring sanctions are designed to minimise harm to civilians. • Coordinate measures to restrict the Myanmar military’s access to revenue, arms, aviation fuel, equipment, and other resources that enable serious human rights abuses. • Support international and domestic accountability efforts for serious crimes committed by the Myanmar military, including the work of the International Criminal Court, the Independent Investigative Mechanism for Myanmar, and appropriate universal jurisdiction proceedings. • Support independent documentation and preservation of evidence relating to discrimination, arbitrary restrictions, confiscation, closure, retaliation, unofficial-payment demands, and other abuses affecting Muslim places of worship. • Provide financial, legal, engineering, and technical assistance directly to affected Muslim communities through independent civil society organisations and trusted locally led actors, including support for structural assessments, safe demolition, repair, and earthquake-resistant reconstruction. • Channel humanitarian and recovery assistance through independent organisations, crossborder mechanisms, and locally led networks wherever possible, rather than through juntacontrolled institutions. • Ensure that assistance reaches Muslim communities without discrimination and that funding arrangements do not strengthen junta-controlled institutions or contribute to the military’s efforts to claim political legitimacy. • Support independent Burmese and ethnic civil society organisations working on freedom of religion or belief, minority rights, disaster recovery, documentation, and accountability. To the United Nations Security Council and U.N. Member States • Support referral of the situation in Myanmar to the International Criminal Court and other appropriate international justice mechanisms. • Support a global arms embargo on the Myanmar military and coordinated targeted financial sanctions against military leaders and military-controlled entities implicated in serious human rights violations. • Support the collection, preservation, and analysis of evidence concerning abuses against Muslim communities and other religious and ethnic minorities for use in future criminal proceedings and other accountability processes.
