In terms of surveillance, with the new Criminal Procedure Code (KUHAP) in force and the Attorney General’s Office signing an agreement with four telecommunications operators, dissidents may face increased surveillance. This underscores the need to step up digital security efforts for dissidents, as well as capacity building on surveillance-related issues. The discovery that the Indonesian company First Wap is exporting its surveillance technology worldwide also raises a new concern: how to prevent the abuse of this technology against people outside Indonesia as well as Indonesian citizens. 43
