independent media to operate under constant fear. 31 In Mandalay city, junta security personnel harassed
foreign journalists covering the sham election and prevented them from filming. 32
The junta also targeted its own allies. Security forces raided and placed People’s Pioneer Party (PPP) chair
Thet Thet Khine, a former junta minister, under house arrest after she criticized the lack of a level playing
field. The UEC threatened to deregister her party and arrested her and a PPP central executive
committee member for a “secret” meeting with “individuals from an embassy.”33 Other parties that raised
complaints about fraud faced intimidation or legal threats, while the UEC openly warned that criticizing
the USDP was a crime.34 On Jan 8, People’s Party candidate Lwin Myint was sentenced to one year’s jail
with hard labor for using the words “revolution” and “uprising” on social media. 35
As the UN Special Rapporteur on Burma, Tom Andrews,
stated, this election deepens the crisis and will only
entrench junta rule. 36 It strips millions of their political
rights, turns daily survival into a tool of coercion,
expands surveillance and future conscription risks, and
slams shut any peaceful path to change. The junta has not
earned legitimacy through this process; it has exposed its
fear of the people.
Sham Election Outcomes

Junta-proxy UDSP secures unsurprising “win.”

Inclusive of military quota, junta/USDP control
91% of seats in Pyithu Hluttaw (Lower House)
and 77% in Amyotha Hluttaw (Upper House).

Of the 13 uncontested seats seized by the USDP,
11 seats (87%) were won by the NLD in 2020.
Having dissolved parties that won over 90% of seats in
the 2020 general election, the junta was able to ensure that
their proxy USDP won almost all seats in both Pyithu
Hluttaw (Lower House/House of Representatives) and
Amyotha Hluttaw (Upper House/House of Nationalities)
that form Pyidaungsu Hluttaw (Union Parliament).
In the scam election, USDP secured 13 uncontested seats
in the Pyithu Hluttaw and 13 uncontested seats in State
and Regional Hluttaws. Out of 13 seats that USDP seized
in Pyithu Hluttaw uncontested, 87% or 11 seats were
won by the NLD in the 2020 general election. 37 For
