Impact on women’s empowerment The interviewees believe that ICTs are able to strengthen the agency and increase the empowerment of women who have the resources to access and use them. They have the potential to offer women access to information, education, and livelihood opportunities they might not have otherwise. Women-led civil society organizations (CSOs) are using ICTs strategically to advance gender equality goals. Some interviewees also consider the use of ICTs necessary to promote women and girls’ access to education.
