Systematic challenges have been consequential in the delay of emergency relief efforts as aid is routinely blocked, and humanitarian assistance is weaponized by the terrorist regime. The earthquake in 2025 saw the military deliberately deferring and denying affected communities the support they needed.12 The junta’s unlawful attacks on healthcare facilities and first responders also significantly obstructed the response. Although a ceasefire was announced during this period, the military conducted more than 550 attacks in the two months after the earthquake.13 Throughout Kachin State, active fighting has resulted in aid blockades, and the growing number of checkpoints has slowed access to life-saving supplies. As the crisis worsens, additional challenges have emerged in the digital suppression of news and information.
