M22: Myanmar Context A military coup overthrew the democratically elected government of Aung San Suu Kyi in February 2021. The coup plunged the country into widespread unrest, with armed resistance from pro-democracy groups and ethnic armed organizations across the country. In 2023, the military junta, known as the State Administration Council (SAC), failed to consolidate power and remained unable to assert full control of both the people and territory.58 Since the coup, the junta has increased surveillance on the population and weaponized internet shutdowns, ordering 76 shutdowns in 2024 alone.59 As The New York Times noted in March 2025, the response to a devastating earthquake that hit Myanmar was hampered “in part because of the country’s history of internet censorship ... the military has repeatedly shut off the internet and cut access to social media, digitally isolating the country from the rest of the world.”60 In May 2024, the Myanmar junta announced a ban on VPNs, with military soldiers inspecting phones and threatening, fining, and arresting those who use VPNs.61 In January 2025, the junta enacted a long-threatened Cybersecurity Law that will punish those who use VPNs.62
