ICT infrastructure and services
E-commerce businesses are reliant on information technology and telecommunications services. Therefore, for Myanmar to adopt e-commerce universally there
is a need for:
Universal access to telecommunications services; the type of service will depend on a variety of factors;
E-commerce applications suitable to the type of business undertaken, customer base and the telecommunications services used by that customer base and
integrated with payment services, and other business applications such as accounting, warehousing, stock control and logistics management;
Professional services associated with information systems and technology planning, development, implementation and support.
E-commerce applications covered here will include:
USSD based e-commerce for use with GSM phone networks;
Retail shop applications, enabling a variety of goods and services to be sold through a web interface or a mobile app;
E-procurement applications, enabling larger businesses to manager their supply contracts.
These applications should be considered as different from e-commerce platforms that provide an integrated set of services for an e-commerce merchant as
discussed elsewhere in this document.
It is important that businesses can acquire IT in affordable “chunks”, and manage it effectively. These requirements point to the use of e-commerce software as
a service in the cloud or in a data centre. This method of delivering e-commerce applications enables businesses to purchase the managed capacity that they need
at a particular time and to extend and growth that capacity as the business takes off, thereby managing risk of a new venture while also providing a future growth
path. Management of the application would include all technical and operational aspects except for the configuration of the application to meet the needs of the
customer. These needs would be met through professional services associated with e-commerce. Such professional services include customer acquisition, where
this is not an automated process as it may not be in a wholesale business, catalogue creation and management, including preparation of catalogue content, customer
support and finance.
The goals in this area are related to the three overall requirements regarding telecommunications, applications and professional support.
