Its commitment was made to both the international community in the SDGs as well as to the domestic public in the MSDP. It has not yet done so and it should be planning now if it is to achieve a working law by 2030. The delay in adopting an RTI law does not excuse the government of its broader RTI commitments in the SDGs and MSDP, namely to reform policy and practice. However, this report has shown that the government has made very little progress – if any –in the six years since it adopted the SDGs and the three years since it published the MSDP. Myanmar retains a pervasive culture of official secrecy. Information on topics of public interest, such as on policies and budgets, is still not proactively disclosed by the government. Officials who bear RTI duties are largely inaccessible. If found, they are unaware of their RTI responsibilities and are dismissive of public demands for transparency. Their defence of secrecy in turn helps them avoid public accountability. It will take time for the government to counter decades of entrenched secrecy. While the government has committed to RTI reform in the SDGs and MSDP, so far there is no evidence that these commitments are anything more than on paper.
