Key Actors Regulating Myanmar’s ICT Sector Government Institutions Regulating ICT Operations in Myanmar There are a range of Government institutions involved in the governance and regulation of the ICT sector in Myanmar. The main actors and their functions are highlighted below. Figure 1: Government Institutions Regulating ICT Operations in Myanmar President's Office Ministry of Science & Technology (MOST) Department of Advanced Science & Technology (DVAST) Ministry of Communication & Information Technology (MCIT) Myanma Post & Telecommunications (MPT) Myanmar Computer Emergency Response Team (MMCERT) Post & Telecommunications Department (PTD) Parliament Transportation, Communication & Construction Committee Computer Science Development Council (CSDC) The Ministry of Communications and Information Technology (MCIT) The Ministry of Communications and Information Technology (MCIT) 48 was formerly the Ministry of Posts and Telegrams prior to a restructuring in November 2012. MCIT is the Myanmar Government ministry mandated to guide the development of the country’s ICT sector and is the lead ministry responsible for investment in the ICT sector. MCIT led the 2013-2014 tender process for the licensing of two foreign mobile operators, and has issued the requirements and various classes of licenses available for ICT related businesses (see further Chapter 3, section B on Sector-Level Impacts).
