If the NIG is successfully implemented, threats arising from the initiative will also have to be closely monitored due to the potential for increased censorship and surveillance. With the NIG in place, Cambodia will move closer to becoming a surveillance state, where people are subjected to mass surveillance. Since this indicates that the government will specifically target dissidents, more digital security efforts need to be explored, as well as strategies for circumventing the censorship that is likely to intensify if the NIG is implemented. 31
