This report is based on research and 24 structured key
informant interviews with senior human rights
defenders, journalists, and political activists from
Myanmar carried out between September 2022 and
March 2023. Interviewees were selected to be
representative of those most at risk from the digital coup,
including women and members of ethnic minorities.

Each interview was an interactive discussion structured
around 97 questions across four themes: the militarycontrolled State; social media platforms; online
communities; and self-censorship.
As a human rights organisation, FEM intentionally
sought to identify discriminatory policies and practices
and used disaggregation to look for differences in the
opinions and experiences of marginalised groups.
Differences are flagged in the report whenever they were
apparent in the research.
