Moderation had real difficulties in understanding and distinguishing context. One participating journalist declared that Facebook could not tell the difference between inciting violence and discussing it (AV11). This was worse yet for minority languages which several participants said Facebook could not understand (BB20, AZ20). Facebook moderation also had difficulties distinguishing between criticism and discriminatory hatred. One participant said they received a year-long yellow-level warning message after writing “Chinese products only last a day” (AX13). Other participants said they had several Facebook friends whose accounts were suspended for the same reason of including the word “Chinese” (AV18, AX13).2 Neighbouring China has been an active supporter of the military since the coup started. Moderation included warnings, deletions, and suspensions and affected not just one piece of content: “Our entire page’s reachability and engagement rate declined dramatically after we posted a single war poem which Facebook said included violent content” (AV8). Getting support for dealing with over-moderation was often difficult or impossible.
