RELATED TO THE MYANMAR SUSTAINABLE DEVELOPMENT PLAN
The relationship between the e-commerce strategy and the Sustainable Development Plan are
described below by Development Plan goals as applicable.
2.1
Goal 1: Peace, National Reconciliation, Security & Good Governance
Strategy 1.2: Promote equitable and conflict-sensitive socio-economic development through all
States and Regions
This strategy is concerned in part with the provision of basic infrastructure and services to local
communities through ethnic-affiliated service providers. Basic infrastructure includes electricity,
telecommunications and road connections to markets and major cities. The provision of such basic
infrastructure in partnership with ethnic leaders and communities is intended to enhance productivity
in agriculture and other sectors as well as cultivating a sense of ownership and partnership in the
national development agenda. The incubation and unlocking of the potential of MSMEs will be
important for income and employment generation.
The role of e-commerce under Strategy 1.2 is to provide a framework for MSMEs from the
agricultural, aquacultural and polycultural sectors to connect with markets and major cities. It will
do this through focused sector-based initiatives delivered through city and regional hubs.
Such e-commerce initiatives will be addressed through:
Strategy 1.2.2: Develop and implement sub-national socioeconomic development plans and
plans for resource mobilisation with the aim of effective public service delivery at the
subnational level. In particular, the development of city and regional e-commerce hubs
would fall under this strategy.
Strategy 1.2.3: Promote and prioritize inclusive growth and job creation in post-conflict and
conflict-affected areas to bring about balanced economic development across States and
Regions. The individual plans for State and Region e-commerce hubs and the roll out of
their services would fall under this strategy.
E-commerce will be supported by:

Strategy 1.2.4: Strengthen social, economic and physical connectivity in lagging States and
Regions with growth/population hubs within Myanmar and regions beyond with the aim of
creating balanced economic development across States and Regions (EP Objective 2). This
strategy will support the development of e-commerce through improved coverage of
telecommunications infrastructure and services and of road links. Therefore, the ecommerce is reliant on actions under this strategy.
Goal 2: Economic Stability & Strengthened Macroeconomic Management
Strategy 2.3: Increase domestic revenue mobilisation through a fair, efficient and transparent
taxation system
It should be noted that this Strategy 2.3 includes a broad range of actions including the expansion of
electronic payment system as well as broader initiatives related to tax collection. The growth in ecommerce and migration to formal e-commerce will be supported by the improvements to payment
systems being led by the Central Bank of Myanmar. These improvements are addressed through
Strategy 2.3.2: Expand electronic payment systems throughout the country led by the CBM. It will
be important for these payment systems to fully integrate mobile payment services since mobile
networks have wide coverage and have been demonstrated in other countries to provide a cash
equivalent that enables rural and remote communities to participate in the economy.
