Myanmar should account for trade policy commitments that it has made within international trade agreements while pursuing complementary e-commerce
reforms. It should remain mindful of the level of commitments that it is going to make under on-going trade negotiations such as the Regional Comprehensive
Economic Partnership (RCEP) agreement and the E-commerce Joint Statement Initiative (JSI) negotiations. Further, Myanmar should be mindful of potentially
inadvertent impact of related commitments that it has taken under the WTO General Agreement on Trade in Services (GATS) and the ASEAN services
agreements. Devising proactive trade policy objectives aimed at enhancing e-commerce can assist Myanmar-based businesses, including MSMEs, service
ASEAN and global markets.
By developing a comprehensive and coherent trade policy relating to e-commerce, Myanmar will also be supporting its efforts to achieve Goal 3 of the Sustainable
Development Plan and align with and provide support to achieving the short- and long-term goals set out under Area 1.1 and Area 1.2 dealing with Digital
Transformation and Digital Trade under the Digital Economy Roadmap. More specifically, an E-Commerce Strategy for Myanmar should include the following
goals:
