Goal 2.3: Government e-commerce platforms to support State, Region and Central Government procurement
2.3.1
Implement a public sector e-procurement service to enable
the purchase of supplies by government and other public
sector bodies at agreed preferential rates and terms.
This service would have two main components.
Component 1, a tender management system, would enable
public sector organisations to request and evaluate tenders
for the supply of goods and services. A public sector
organisation would post its requirement for goods or
services on a tender management platform. The platform
would be used to notify registered firms who would then
respond to the requirement through the platform. The
platform would be used in the evaluation of tenders and
notification of the results.
The public sector often uses “call off” contracts (otherwise
known as framework or blanket agreements) to manage the
purchase of goods and services under agreed terms over a
period of time.
The use of this service would improve
supply chain efficiency leading to
lower purchasing administration costs
and lower costs of goods purchased
by participating Government entities.
It would also enable a coordinated
government
purchasing
policy
implemented in the e-procurement
system giving opportunities for
increased purchasing scale and
resultant reduced costs.
If implemented early it will provide
experience amongst suppliers to the
public sector in the use of e-commerce
and the development of the necessary
digital material (catalogues etc).
