4. THE E-COMMERCE STRATEGY MEASURES The strategy provides measures intended to facilitate the development of e-commerce in the following areas:          E-commerce readiness and strategy formation E-commerce platforms ICT infrastructure and services Transport, logistics and trade facilitation Payments Legal and regulatory framework Skills and awareness Business facilitation Trade agreements Actions inevitably overlap with the actions specified in the Sustainable Development Plan and the Digital Economy Roadmap. The related actions are identified in this section, and an Annex specifies the relationship between the e-commerce strategy measures and these higher-level documents. The goals are intended to be achieved by 2023, so that a review can take place at that stage and provide a revised action plan for the remaining two years of the strategy period. 15
