3. STRATEGY IMPLEMENTATION The strategy will be implemented through a series of measures related to particular areas of policy and intended to bring about the conditions necessary for the e-commerce strategic goals to be achieved. These measures are described in Section 4. These measures cover a wide variety of areas including ICT, transport, postal and courier services, warehousing and fulfilment services, financial services, international trade facilitation, access to finance and skills training and development. This wide variety has implications for the stakeholders that will necessarily be involved in strategy implementation. Union Government stakeholders from many departments will be involved. It is likely that some of the measures will also require input from States and Regions. Also, measures will involve some NGOs, particularly those working on economic development projects. Finally, some measures will be promoted or facilitated by the Government but will have to be carried out by the private sector. Therefore, private sector stakeholders will necessarily be involved in strategy implementation. Coordination of the programme of measures will be important to ensure consistency and coherence between different measures and to ensure that they all the measures continue to be directed at the overall goals and vision. 3.1 Governance and implementation There is a need, therefore, for an institutional framework that will provide the necessary authority for implementation and will provide a means for coordinating between stakeholders and a means of managing the programme. This framework is shown in Figure 3-1. Overall responsibility for implementing the strategy is vested in the Union Minister of Commerce. However, given the extensive number of Ministries that are involved as stakeholders, a National E-commerce Committee will be formed, chaired by the Union Minister of Commerce and comprising heads of relevant ministries. This Committee will ensure that all public sector stakeholder interests are represented, and it is expected that the Minister of Commerce would seek consensus on priorities and application of resources. The Committee will agree on standing orders or rules of procedure for conducting Committee business. Figure 3-1: Institutional framework The day to day programme management will be the responsibility of an E-Commerce Strategy Implementation Unit within the Ministry of Commerce. This Unit will coordinate the delivery of each measure, monitor progress and report to the National E-commerce Committee through the Minister of Commerce. Where measures overlap with the COVID-19 Economic Relief Plan, the Myanmar Sustainable Development Plan or the Digital Economy Roadmap, the Unit will coordinate with respective units responsible for their delivery. Measures will be implemented by a wide range of organisations mainly in the public sector but often with private sector participation.
