Recommendations The evidence in this report points to clear opportunities to prevent harm, strengthen support for children and ensure that those responsible for children’s safety play their part. The recommendations below set out practical actions for governments, technology companies, service providers, schools, families and communities to help create a safer world for children. The recommendations align with INSPIRE – seven evidencebased strategies to end violence against children – underscoring that the systems that protect children from violence offline are the same ones that must now be equipped and supported to protect them in a digital world. They also align with the WeProtect Model National Response, which outlines a comprehensive systems-based approach to address child sexual abuse and exploitation, including abuse facilitated by technology. Build societies that place responsibility where it belongs. Children should not be held responsible for protecting themselves. • Develop national, multisectoral strategies that shift the burden of protection away from children and onto the systems responsible for keeping them safe. • Drive public messaging, school programmes and professional guidance that consistently reinforce one core principle: abuse is never the child’s fault, regardless of the circumstances surrounding it. • Address the economic vulnerabilities that perpetrators exploit by expanding social protection and family support services, alongside economic empowerment opportunities for adolescents. These measures must be backed by sustained investment and be able to reach children and families in all communities. • Address harmful social and gender norms by challenging the sexualization of girls, harmful ideals of masculinity and the normalization of relationships with significant power imbalances.
