Public authorities should be required to create and update lists or registers of the documents in their possession, and to make these public, to facilitate the making of requests. f. Officials should be required to be provided with appropriate training on the right to information. g. Public authorities should be required to put in place tracking systems for requests for information and to report annually on the actions they have taken to implement the law. This should include statistics on requests received and how they were dealt with. h. A central body, such as an information commission(er) or government department, should be under an obligation to present a consolidated annual report on implementation of the law to the legislature. Conclusion The right to access information can and should play a key role in Myanmar’s transition to democracy. The relevant authorities should ensure that the right to information is enshrined in law and that adequate institutional measures are implemented to ensure the realisation of this key right, which carries numerous benefits, including facilitating government accountability and participatory democracy.
