Reduced distribution costs due to improved total factor productivity in distribution. Ecommerce has been a stimulus for process improvement and investment in high technology in
fulfilment. The high volumes and the opportunity for outsourcing to efficient specialist
companies has given rise to investment in new warehousing technologies giving rise to very
high labour productivity and improved throughput.
Innovation in business activity. The disruption arising from e-commerce is leading to new
business models. While difficult to quantify, innovations must provide some advantage to
survive. The focus on new business start-ups and the new ideas that they bring, will give rise
overall to additional benefit to the economy in ways that have yet to be determined.
An enforcement of international quality levels for Myanmar products, making them more
attractive on international markets.
Formalisation of many currently informal businesses, leading to a higher tax take and better
consumer protection.
Overarching goals
The purpose of this strategy is therefore:
To nurture the development of e-commerce by establishing the necessary enabling
environment, and
To promote and support key sectors of the economy in their trading with consumers
and business partners in Myanmar, ASEAN and elsewhere in the world.
The overarching goals of the strategy cover the use of e-commerce in Myanmar, the adoption of ecommerce by retailers and others, and the overall economic impact.
2.3.1
Increased use of e-commerce
This strategy is intended to increase online shopping through measures to increase awareness and
trust in e-commerce and electronic payments, and measures to increase the availability of ecommerce retail and wholesale outlets. Therefore, the first goal of this strategy is:
By 2025 10 percent (3 times present levels) of Burmese over the age of 15 years will have bought
and paid for something online in the last year.
This goal has been set in the relation to the benchmark described in Annex 2.
2.3.2
Increased business adoption of e-commerce
Increased availability of e-commerce will come mainly from existing businesses moving online and
the migration from informal e-commerce using social media, email and cash on delivery to formal
e-commerce. The retail and wholesale sectors will exploit e-commerce opportunities provided that
the opportunities are known and understood, that the sectors have access to the necessary knowledge
and skills, that IT, fulfilment and payment services are readily accessible, and that the regulatory
requirements are appropriate to the needs of consumers and businesses for protection. This strategy
contains measures associated with each of these areas that should boost employment. Therefore:
By 2025, 560 businesses registered under social security schemes will be using e-commerce to
sell online as part of or their whole business.
In the year 2017-18, there were 5,578 wholesale and retail establishments registered for social
security schemes4. As trade moves online, it is to be expected that the number of businesses trading
online will grow, although it may grow at a slower rate than e-commerce value grows, as each
business increases its revenue from this source. This goal is predicted on the overall growth in the
