Goal 4: Human Resources & Social Development for a 21st Century Society
Goal 4 is concerned to raise the overall capacity of Myanmar’s people through education. Those
businesses that adopt e-commerce require the ability to use and, in some cases, develop information
technology.
Business owners and managers require ability to understand the opportunities that information
technology can bring to their businesses, and sufficient understanding to be able to procure technical
development, implementation and support services. Such ability is not necessarily widely available
in Myanmar amongst business owners and managers. Hence, there is a requirement for professional
development incorporating business skills, e-commerce specific skills, and more general
information technology management skills.
Many staff in e-commerce businesses will need to have the ability to use information technology
including the many applications that are used in e-commerce. They will also need general purpose
e-commerce usage skills. Mature staff will need training courses to develop skills.
E-commerce businesses will also need highly competent technical staff to undertake information
technology development, implementation and support. This competence will generally be achieved
through college and university courses, particularly in technical and vocational courses.
Finally, all school children will be growing up in an environment where e-commerce, and e-payment
services together with many other digital economy applications and services. They will need schoolbased education and training to cope with this digital world.
The particular sub-strategies that should include an e-commerce focus include those in Strategy 4.1:

Sub-strategy 4.1.1: Develop a comprehensive national curriculum which will provide our
youth with 21st century skillsets to enable them to serve the nation as drivers of a
competitive, innovative and creative economy
Sub-strategy 4.1.5: Develop comprehensive 21st century-ready TVET curricula that meets
current and future private sector needs
More learners access TVET and graduate from quality assured and labour market responsive
TVET programmes under a more effective TVET management system
Sub-strategy 4.1.6: Enable greater access to TVET for target and underrepresented groups,
including disadvantaged population groups and people living with disabilities
