VISION AND GOALS
2.1
Context
Within its overall economic policy, Myanmar has established plans associated firstly, with
sustainable development1, and secondly, with the development of a digital economy2. These provide
a context for this e-commerce strategy, and indeed put in place institutions and action plans that will
support the development of e-commerce.
Myanmar’s Sustainable Development Plan is supportive of Myanmar’s overall policy objectives:
“1. To support national reconciliation and the emergence of a united democratic federal
Union.
2. To achieve balanced economic development across the States and Regions.
3. To create opportunities for the emergence of capable and skilled new generations for
the benefit of the country.
4. To establish an economic system that can achieve and maintain positive development
outcomes through the participation, innovation and efforts of all citizens.”
It provides a range of actions associated with twelve specific policies that are contained within the
Sustainable Development Plan framework as is shown in Figure 2-1.

The Digital Economy Roadmap provides further expression of economic development through
digitalisation. The Digital Economy Roadmap actions fall within the Sustainable Development
Plan’s Pillar 2: Prosperity and Partnership and particularly addresses Goal 3: Job Creation and
Private Sector-led Growth and Strategy 3.7 to encourage greater creativity and innovation which
will contribute to the development of a modern economy. The Digital Economy Roadmap mission
is:
“Enabling Digital Transformation, Digital Government, Digital Trade and Innovation to
develop a Digital Economy across all sectors for inclusion and sustainable socioeconomic
development.”
