There are two components to this programme: moving
payments made by members of the public online, and

Moving payments made by members of the public online
would require government to establish web and USSD
payment services.
These payment services would need to be publicised widely
to gain support from the public. Incentives might be offered
to encourage the change.
Take-up would be dependent on the awareness campaign,
ease of use and transaction cost. Government would need to
work with e-payment service providers to minimise the
latter.
Moving payments made by government to suppliers online
would require the introduction of new payment processes.
Such processes would need to conform to public authority
payment laws.
Government would also need to ensure that suppliers are
able and willing to take payments online. An awareness
campaign outlining the benefits to suppliers would be
needed.
