implementing organisation; measures will often be part of a range of measures that organisation is
undertaking. Private sector participation will be managed by the implementing organisation.
However, as part of the e-commerce strategy, it will be important for the Implementation Unit to
monitor progress and flag up concerns when progress is not to plan. To facilitate this monitoring by
the Implementation Unit, a “focal point” will be identified for each measure, who will report to the
Implementation Unit regarding progress and any needs that may be incurred from other e-commerce
strategy measures.
A panel of experts may be recruited to support the Implementation Unit and implementing
organisations in line with the Digital Economy Roadmap proposal5.
3.2
Strategy monitoring, key performance indicators and audit
Monitoring and auditing of the strategy implementation will take place at a strategic level and an
action plan level. At the strategic level, performance will be monitored against the targets set for the
overarching goals. MoC through the E-commerce strategy Implementation Unit and Myanmar
Statistical Information Service will monitor progress and collecting relevant information through
field surveys, as well as from offices responsible for the implementation of the strategy measures.
The field surveys will be undertaken in a manner consistent with other ASEAN states and
international statistical standards to ensure comparability with similar data collected elsewhere.
A set of key performance indicators (KPI) will be proposed, selected on the basis of important areas
emerging from the country diagnostic, to support Myanmar in benchmarking and monitoring its
progress. These KPIs are intended to support the strategy implementation, establish baseline
measures and monitor progress over time in key pillar areas of Myanmar’s e-commerce ecosystem.
Progress will be monitored by the Implementation Unit using data supplied by the initiative leads
against milestones in the overall strategy and action plan and the data provided by the Myanmar
Statistical Information Service. Initiative project plans will indicate how information for determining
whether milestones have been achieved is to be collected. Progress will be reported regularly to the
National E-commerce Committee.
Results of the initiatives will be audited as necessary. Auditing of initiatives will be carried out
independently and will be reported to the E-commerce Executive Committee. The National Ecommerce Committee will commission a yearly audit to review progress against strategic objectives
and enabling objectives. It will also consider the performance of individual projects against plans.
The audit will provide a written report that can be submitted to Cabinet via the Minister of
Commerce.
