We collaborated with the U.S. Department of Justice to develop and launch the Variance Reduction System (VRS), a new technology that will help distribute certain ads on our apps in a more equitable way. We launched VRS in the U.S. for housing ads and will expand it to employment and credit ads. The CSRA identified several risk pathways relating to targeted advertising while emphasizing the nuanced nature of these risks. For example, while adbased business models can create risks to the right to privacy, it is possible to establish mitigations to address these risks while also preserving the broad ability for people around the world to express their ideas and convene. Likewise, advertising is a critical driver of opportunities for small- and medium-sized enterprises, which otherwise would lack viable access to potential customers. Human rights report 18
