Final Report Chapter 11 Conclusions and Recommendations Factors that need to be considered in implementing the above-mentioned development projects are as follows: 1) Ensuring well-balanced development in accordance with the strategic 3 axes for management strategies described in the mid-term plan; 2) Moving forward with an awareness of the points requiring attention that are described in (2) above; 3) Production of a master plan as soon as the management mechanism and roles of MPT in the information and communications sector have been clearly defined, since currently there is no master plan that offers guidelines for management strategy. Until a master plan is produced, telecommunications networks should be developed in accordance with the mid-term plan developed in the process of this study; and 4) Ensuring the continued effects of this project and a review of how support can be provided through continued projects, so that more significant effects can be achieved. It goes without saying that attention should be paid to general issues commonly found in other projects, as listed below: 1) Coordination with other donors and care taken to avoid redundant or unnecessary investment to ensure that the project will be implemented effectively; and 2) Organization of a Project Management Unit (PMU) in order to develop an effective project implementation mechanism.
