Information about existing technology procurement should be proactively made available to the public, as well as information about the extent of deployment, use, and impact of technologies like CCTV. Given the current status quo, we make the following recommendations. To the military junta in Myanmar 1. First and foremost, restore democracy and rule of law. 2. Immediately stop the purchase, development, and use of technologies that impact human rights, in particular emotion recognition technologies and other technologies described in this report. To the private sector 1. Refrain from selling smart city infrastructures to authoritarian dictatorships or deploying such technology on their behalf. 2. Design, develop, and use smart city infrastructures including CCTV and biometric technologies in accordance with the UN's Guiding Principles on Business and Human Rights. 3. Perform and publish data protection impact assessments, human rights impact assessments, and risk assessment reports, and establish and adequately communicate procedures to mitigate risk and protect individuals’ human rights and provide effective remedies when breaches occur.
