Recommendations 82 ƒ CONTINUE to cooperate with current and future international efforts to hold to account perpetrators of genocide, war crimes, and crimes against humanity in Myanmar, regardless of rank or affiliation, including members of the resistance who may be responsible for atrocity crimes, and including by sharing evidence with international justice mechanisms as defined above. ƒ ACCEDE to the respective protocols of the Rome Statute, the International Covenant on Civil and Political Rights, and the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, as well as other international human rights instruments. To the Karenni State Interim Executive Council and Kachin Independence Organization ƒ CONTINUE cooperating fully with international accountability mechanisms and investigations into alleged atrocity crimes in Karenni and Kachin states, including by members of the junta as well as the resistance. ƒ ENSURE all internally displaced persons in Myanmar have access to the rights and protections guaranteed by international humanitarian and human rights law, including the right to food, health, housing, water, and sanitation. ƒ PROVIDE the United Nations, national and international humanitarian aid organizations, and human rights monitors safe, sustained, and unfettered access to all areas with internally displaced populations in Myanmar. ƒ ENGAGE the U.N. special procedures, particularly the Special Rapporteur on the situation of human rights in Myanmar. To the Association of Southeast Asian Nations and U.N. Member States ƒ ENGAGE Myanmar’s democratically elected leadership and provide the National Unity Government of Myanmar with material and political support. ƒ DENY the Myanmar military junta political legitimacy in any form, including avoiding political and economic engagement. ƒ EXERCISE collective and bilateral leverage to encourage U.N.
