Summary 13 There must be urgent, coordinated international action to end the Myanmar military junta’s war crimes and hold perpetrators accountable. This report provides detailed, actionable recommendations for States Parties to the ICC, the ICC Chief Prosecutor, U.N. Member States, the U.N. Security Council, the National Unity Government (NUG) of Myanmar, the Association of Southeast Asian Nations, and ethnic resistance organizations. These include: • An immediate referral of the situation in Myanmar to the ICC; • A global arms and aviation fuel embargo; • Targeted sanctions to block the junta’s access to weapons, revenue, and financial transaction services; • Formal recognition and support for Myanmar’s legitimate democratic representatives; • Legal accountability for companies complicit in supplying aviation fuel; • Justice for victims and protection for displaced communities.
