1. Introduction
Myanmar is a multi-ethnic and multi-religious country, and hate speech is one
of the biggest threats to preserving peace and harmony in the society.
Discrimination and false accusations against minority ethnic and religious
communities fuel ethnic and religious tensions and increase the spread of
hate speech.
The junta and the military are manipulating ethnic and religious differences to
control the public. They always manipulate the lack of general knowledge
among the people in society due to the disqualified education system, to
normalize discrimination and spread hate speech.
2. Research Methodology
As hate speech is a term that comes from emotion, there is a wide spectrum
in defining it, not a specific one. BHRN, therefore, standardized the definition
of hate speech for this report as follows. Hate speech in this report means
aggressiveness and hatred against protected characteristics of a person or a
group, blaming, discriminative expression, writing, gesture, or art expression
of excoriation, or dehumanization.
